York County supervisors approved a new mixed-use subdivision in the Williamsburg suburbs near Water Country – but not until spending nearly three hours in a public hearing Tuesday night hashing through the financial details of the project and holding real-time negotiations with the developer.
York Chair Douglas R. Holroyd, in whose district the new Marquis Crossing project will be built, spent days before the meeting discussing the plans with the various developers involved. He and other board members also asked for a third-party review of the financial impact analysis provided by the developer, which cautioned that some of the assumptions were overly rosy.
They then spent a large part of the meeting toting up numbers to see if taxes generated by the project would offset the cost of providing services to its residents.
The new development would include up to 125 townhouse units and commercial projects, including a Sheetz gas station and an Arby’s fast-food restaurant, at the corner of Route 199 and Water Country Parkway.
